Lourdes tells Esperanza in person that her row stays REQUEST through lock, and drafts the backfill refiling with a request for a BASIS_ONLY change class. Her field app has no RANDOM_DRAW value yet. A vendor's July mapping reveals that OTHER will hold a certificate at its prior band, which means Esperanza could be kept at LOW with one honest-looking tap. Lourdes refuses, and instead adds an item to the filing that bars OTHER for drawn lots.

Friday, 07:10. Lourdes went before work because Esperanza walked the dog that didn't exist at seven-thirty, and Lourdes wanted to catch her before she was dressed for anyone.

Esperanza opened the screen door in a housecoat, holding a mug that said DESERT MUTUAL 25 YEARS. She had never explained the joke and Lourdes had never asked.

"You called my landline."

"I didn't want to say it to a machine."

"Then say it."

Lourdes said it on the step. The word went live July first, for the fall lots and everyone after. The twelve old rows, Esperanza's among them, stayed REQUEST until a hearing on the twenty-seventh, three days before her lock. The split was Lourdes's withdrawal, not a Records ruling. It was in the record under license 118.

Esperanza drank her coffee. "So in August I pay for MODERATE."

"Probably. The renewal agent reads the band, and the band is what Fermín measured."

"Fermín measured my ground."

"Yes."

"And if you'd left it together?"

"Nothing goes live until August. The thirty-five drawn lots get filed as REQUEST because the form has nothing else, and we do all this again in the fall."

Esperanza looked at the lamp post on the corner. In daylight the sensor head's green light was invisible. You only saw it at night.

"So you made me pay so the next thirty-five don't have to."

"I made the word true sooner. You pay either way. This way it isn't for nothing."

Esperanza thought about that with her mouth pressed flat. Then she held the screen open with her hip.

"Come in. Tomás printed the hearing rule. He wants to know if a member of the public can speak at a 7.4."

"They can. Five minutes, sworn."

"He'll want ten." She went in ahead. "Shoes off. I just mopped."

Tomás's printout was on the kitchen table under the salt shaker: Records Rule 7.4, two pages, with every shall circled in pencil. He had written in the margin, in the same small capitals Lourdes used in her notebook, WHO PAYS FOR THE HEARING? Nobody, as it turned out. The rule said the requesting party bore its own costs, and Basin Signal had a staff counsel whose whole job was hearings. Esperanza had a son with a pencil.

"He wants to say the twelve of us didn't pick our houses," Esperanza said, pouring Lourdes coffee she hadn't asked for. "That the Pick 3 picked. That we're the only ones on the index who can say that."

"That's the best thing anyone could say at that hearing."

"I told him to say it slower than he talks."

Saturday, 06:00. Abuela was up already, sorting pinto beans on a dish towel for stones. Lourdes had the Records filing template open and CanyonRisk's comment printed beside it, one sentence underlined: Downstream systems treat amendment events as material.

She began with the disclosure, the same words as her first comment. Then the request, in one line. Amend the basis field on twelve certificates under license 118 from REQUEST to RANDOM_DRAW. Measured values unchanged.

Then the part that had to answer CanyonRisk, because CanyonRisk was right and she would have to stand in a room with them.

She wrote it three ways. The first called the events harmless, which wasn't true. The second asked Records to suppress them, which nobody had the power to grant. She kept the third:

Each amendment will generate an event. I request that the event carry a change class of BASIS_ONLY, distinct from VALUE, so that a downstream system can see that nothing measured has changed. If no such class exists, I request that one be created before any backfill is applied. I would rather the twelve wait for a correct label than be re-read under a misleading one.

She read it aloud to Abuela, who had no stake in it and listened to everything as if it were a radio serial.

"So you're asking for a second new word," Abuela said, "to explain the first new word."

"Yes."

"Next year you'll need a third." She flicked a stone into a saucer. It clicked. "Your grandfather filled out forms for the Bureau for thirty years. He said every form grows a box for the thing the last form lied about."

Lourdes added the title company's request for seed source as item three and credited it. Then she saved the draft and didn't file it. Filing opened a public docket, and she wanted one more set of eyes first.

Monday, 08:30. A refinance on 51st Avenue, tile 1186: a 1962 block house with the carport walled in as a bedroom, and a lemon tree dropping fruit nobody picked. The owners were at work. The lender had sent a lockbox code.

She leveled the gravimeter over the slab mark in the hallway, the only interior survey mark on the block not under carpet, and let it settle. Twenty minutes. The house ticked as the morning heated it, and somewhere in the walls the cooler's float valve hissed.

While she waited she opened the certificate form to fill the header, out of habit, and tapped the basis field.

REQUEST. LENDER_ORDER. INSURER_ORDER. BOARD_ORDER. OTHER.

No RANDOM_DRAW. It wouldn't, yet. The value went live July first, and the field app came from a vendor in Tempe that pushed updates on the fifteenth of each month. The fall lots would be drawn in September. If Tempe shipped on the fifteenth of July, fine. If it slipped a month, notaries in a hurry would key every drawn lot in September as OTHER, and OTHER was the value every model she'd ever seen treated as noise.

The instrument beeped. She logged the reading. This one really was a lender order, and she keyed LENDER_ORDER, and the word was true.

In the truck, with the engine running for the AC, she wrote to Tempe's support address: the errata number, the live date, the link to the enum file Records had posted at a stable URL after Tomás asked for one, and a question. Will RANDOM_DRAW be in the July release? If not, what will your form send when a notary picks OTHER for a drawn lot?

The answer came back before she'd shifted out of park. Your ticket has been received. Our assistant will respond within one business day.

A man came out of the house next door with a trash bin, saw her truck, saw the tripod case on the passenger seat, and walked over the gravel with the bin still trailing behind him.

"You the gravity lady? You doing his?"

"A refinance."

"Mine's due in the spring. Do I ask for you, or do I wait to get picked?"

He'd heard about the draw, then. The whole tile had heard, in the version where being picked was a kind of luck.

"Ask if you need it," she said. "Nobody gets picked on purpose."

He nodded like that was an answer and went back to his bin.

Tuesday, 21:30. Abuela asleep, the fan on low. Itzel had written back at four with one line: Send me the draft. BASIN_ONLY is a good idea and I can't promise it. She'd meant BASIS_ONLY. Lourdes didn't correct her. Records clerks had been typing basin for fifty years, since before anyone in Phoenix weighed the ground at night.

At 21:12 CanyonRisk Data posted its schema notes for the July build to its public changelog, as the index licence required. Tomás forwarded the link with no message, which from Tomás meant urgent. She called him before reading it, because she didn't want to read it alone and be wrong.

"Did you see the last line," he said, instead of hello.

"I'm about to."

"Read it first. Then tell me it doesn't mean what I think."

She read it at the table with the kitchen light off.

Most of it was field renames and a deprecation schedule. Then a table headed Basis mapping, effective 2049-07-01. REQUEST, weight 1.00. LENDER_ORDER, 1.00. INSURER_ORDER, 0.85, with a footnote about adverse selection she could have written herself. BOARD_ORDER, 1.00. RANDOM_DRAW, 1.00, mapped as its own value. They had done it right, and she felt the small embarrassment of having expected otherwise.

Under the table there was a line she read three times.

Records with basis OTHER on or after 2049-07-01 will be held at the prior certificate band pending manual classification.

So OTHER wasn't noise anymore. From July, OTHER meant keep the old number. It was the accidental hold Corinne Haas had once described to her, made deliberate by a vendor for its own good reasons: CanyonRisk would rather freeze a band than guess at a value it didn't know.

That meant two things. If Tempe shipped late and the fall draw went in as OTHER, all thirty-five drawn lots would sit at their prior bands, unread. The draw existed to measure those lots honestly, and they would be the ones the models skipped.

The second thing took her longer. She sat back in the chair.

Esperanza's row could be refiled as OTHER tomorrow. It was an honest value. Her survey had not been a request in any sense the form meant. Under CanyonRisk's rule, OTHER would hold her at LOW through renewal.

Tomás hadn't hung up. She could hear a television behind him, and his mother saying something about the volume.

"It means what you think," she said.

"So you could hold her."

"I could file a value that holds her."

"That's what I said."

"It isn't," she said, and then didn't explain, because she wasn't sure yet that it wasn't. They said goodnight. She wrote it in the notebook so she would have to look at it in the morning: TRUE, AND A DOOR.

Thursday, 08:05. She parked at the Records annex twenty minutes early to put the draft into Itzel's hand, and sat in the truck with the tablet propped on the wheel and Esperanza's certificate open.

Basis: REQUEST. Band: MODERATE. Remarks: Board-ordered random re-occupation, draw 407, position 4.

Refiling basis as OTHER was one tap and a signature. The form said OTHER meant basis not listed, and on June twenty-fourth, RANDOM_DRAW was not listed. The change would go out in Friday's nightly diff. CanyonRisk would hold her at LOW. Desert Mutual bought CanyonRisk's layer, so Esperanza would pay the old number for one more year.

And the refile would fire a basis amendment event on a single row. That was exactly the event she was about to ask a hearing board to label BASIS_ONLY in five weeks. She would be filing an unclassed basis change to get the very result she'd told Haas she didn't want, on the same morning she handed Records a draft arguing that basis changes needed a class.

Across the lot, a Records drone lifted off the annex roof with a gravimeter head slung under it in a padded cradle, headed west to replace a unit on some lamp post that had drifted. It banked over the palms and was gone.

She thought of Esperanza at the screen door. You made me pay so the next thirty-five don't have to. She hadn't said get me out of it. Two weeks ago, with the hose in her hand, she'd said if the word is true, write it.

OTHER would be true for nineteen days. On July first the real value would exist, and OTHER would be false. A record that was true for nineteen days and then false was the kind of thing Lourdes had spent two years taking apart.

She closed the certificate without changing it.

Then she opened the draft and typed item four with her thumbs:

I request that Records instruct index vendors and field-software vendors that the value OTHER may not be used for any certificate whose basis is RANDOM_DRAW after 2049-07-01, and that any field software lacking the value by 2049-09-01 be reported to Records. Thirty-five drawn lots are scheduled for September.

She walked it in. Itzel read item four standing at the counter, under the poster of the 2048 gravimeter network with its ten thousand dots.

"You found the hole."

"CanyonRisk found it. I found it next to her."

Itzel looked up. "You didn't use it."

"No."

"She would have let you."

"I know. That's why I didn't ask her."

Itzel initialed the corner of the draft with the green pen only Records used. "File it Monday. I'll docket it for the twenty-seventh."

On the drive back the Tempe vendor's assistant answered her ticket. Thank you for your feedback. RANDOM_DRAW is planned for a future release. In the meantime, please select the closest available option.

At the light on Thomas Road she wrote the last line of the week, the way the record would have to hold it:

6/24. DID NOT REFILE E.R. AS OTHER. TRUE FOR NINETEEN DAYS IS NOT TRUE. ITEM 4 ADDED. TEMPE SAYS 'CLOSEST AVAILABLE OPTION.' THAT IS THE WHOLE PROBLEM IN FOUR WORDS.
