Lourdes finds her own dry checks untied to the regional water and flags them in public; declines Desert Mutual's offer to pay notaries to verify its own scores; catches the carrier calling its index a rating variable to one regulator and a mere display to another; refuses to survey the church whose secret she holds and sends Fermín Robles instead; and watches the sandbox feed spread his careful, owner-disclosed church series sixty metres onto the Ortiz lot under his licence.

Wednesday

The Papago pier was a concrete cap on granite with a brass disc set in it, a fence around it that a goat could have stepped over, and a sign from 2043 that said COUNTY GRAVITY REFERENCE, DO NOT DISTURB in English and Spanish. Creosote, a dry wash, the buttes going orange behind it. Nothing irrigated within two hundred metres. That was the point of it.

She set the 0402 head on the disc and let it settle. Inside the grey case the atoms were being cooled and dropped and caught again, twice a second, a faint tick like a watch in another room, and the little screen said WARMING for the four minutes it always said WARMING. While it settled she pulled the pier's file off the Records portal. Every notary who tied to Papago filed the reading, so the pier had a public series of its own. As far as she could tell, nobody had ever plotted it.

She plotted it on the hood of the car, in pencil, on the back of a feed-store receipt. Not all of it. Eleven different heads had visited the pier since 2041, and absolute heads from different units disagree by more than a tenth of a microgal unless each has a published offset. Only four did. She plotted those four, offsets applied, and her own 0402 in a separate mark. 2041 to 2047, down 2.1 µGal. 2047 to tonight, down 1.8 more. Her own points sat on the same line as the others. That was the valley's water going down under everybody. No lot owned it.

Then the part she didn't like. The pier sat on granite at the foot of the buttes, a long way from the wet alluvium. The aquifer's loss reached it only as a pull from mass off to the side, so a pier on bedrock saw less of the decline than a nail over the basin did. Papago cancelled part of the regional term, not all of it, and the leftover grew with every kilometre out into the valley. And the nail itself could move. Lots on alluvium in the Salt River Valley sink while granite stays put, and a station that drops a millimetre reads a quarter of a microgal heavier, the wrong way from water loss and big enough to fake a 0.1 in one season. ADWR published the subsidence maps from radar for the whole Phoenix AMA. Nobody she knew had ever opened one for a dry check.

Then she did the thing she'd been putting off since the Nguyen night. Item 5, the dry check, had been voluntary since rev. 2, and she had been proud of running it. She searched the certificate feed for dry median and got 214 hits since 2045. She opened twenty at random. Seventeen compared the opening base against a median built from surveys two or more years old, with no pier tie and no measured height at the nail. Three of the seventeen were hers.

None of them were wrong by much. Most of them were wrong by more than 0.1.

She wrote rev. 3 under the pencil line: The dry reference must be tied within seven days, with the same head, to a county reference pier on alluvium within 3 km, or to Papago with the distance stated and the regional term corrected for it. The setup height at the nail shall be measured, and the nail's elevation change since the dry median stated from ADWR InSAR or a level tie to a benchmark. Pier series shall be plotted by head, offsets applied. An untied dry median shall be reported as UNTIED and may not support DRY START.

At home she went through her own three, wrote UNTIED on each copy in red, and posted a note against each on the portal. Dry start not supported without pier tie. Series unaffected. It took eleven minutes. Correcting yourself in public is mostly clerical.

Card: 3/17 PAPAGO −1.8 SINCE '47. 17/20 UNTIED, 3 MINE. FLAGGED MINE.

Friday

She'd pulled into the Food City lot for tortillas when the phone rang. A 480 number she didn't know.

"Ms. Pacheco. Corinne Haas, Desert Mutual. I run the Ambient Water Index. I read your comment." The voice was pleasant and quick, a call scheduled between two other calls. "Section 4 is very good. I want to solve it with you."

"Go on."

"Verified by Notary. Any parcel the index scores HIGH, we pay a licensed notary six hundred dollars to occupy it under rev. 2. The certificate goes on the feed, the tile shows the notary's name, and the kernel is overridden on that parcel. A person who stood on the lot. That's what you asked for."

Across the lot a man fought a cart with one bad wheel the whole way to his car.

"Who orders the survey?"

"We would."

"Then you're the client, on a lot where you're also the score. I'd be measuring your guess for you, and you'd be paying me to. Desert Mutual on the order line of every certificate."

"It would be an independent measurement."

"It would be a measurement nobody on the lot asked for, paid for by the company that rated them. If the owner orders it, I'll occupy any lot in the county. The certificate goes to the owner. You can read it off the feed like anybody."

Haas didn't argue. She moved. "And the attribution. Your holder rule says every number needs a person behind it. We put a person behind it. Notary 118. You asked for attribution and now you're complaining that you got it."

"I asked for a person behind a number about the lot they stood on. You put my name on a number about a lot I didn't stand on. That isn't attribution. That's borrowing." She kept it flat. "Take 118 off every tile I didn't occupy. You don't need the Board for that. You can do it today."

Typing. "I'll take it to legal."

"Then legal reads section 4 before the Board does. That's fine."

She wrote it on the back of the tortilla list. $600/LOT, DM ORDERS. NO. OWNER ORDERS OR NOTHING. 'ATTRIBUTION' ≠ BORROWING. Then she went in and forgot the tortillas.

Monday

The DIFI letter came as a PDF with a seal and a human signature. Theo Arrington, Market Conduct Examinations, answering the underwriting request she'd split off in February when the Board couldn't reach an insurer.

DIFI had asked Desert Mutual for the rating filing behind the index. Desert Mutual's answer, quoted:

The AWI is a beta informational display. It is not used in rating or underwriting and has not been filed as a rating variable.

Arrington's next paragraph was dry and careful. If a carrier used the index in rating, it would have to file it. Desert Mutual said it didn't. DIFI would ask again in ninety days. Until then the department had no jurisdiction over informational displays not used in rating.

Abuela's tamale went cold on the plate while she read the quote a third time.

On Friday, if Haas had been pushed, she would have said the index was a rating variable. A rating variable belonged to DIFI, so section 4 couldn't touch it. To DIFI, on letterhead, Desert Mutual had said it wasn't a rating variable at all. It was a display. A display of a value for a parcel, citing a notary.

She was going to make sure the two answers ended up in the same room.

There was also Nora's Exhibit C. A bank had referred a church's loan on the display's word, so somebody was underwriting with it, even if it wasn't the carrier. That one wasn't hers to chase. She sent it to Arrington in two lines, the reason line attached, the church's name blacked out. Then she wrote to Rosaura Aguirre for the 49-007 file: DM states to DIFI that AWI is informational, not a rating variable. By DM's own account it is a display of a parcel value. That is Q4. Please add.

Abuela came in for her glasses and looked at the plate. "You're winning," she said. "You only stop eating when you're winning."

"I'm not winning. They contradicted themselves."

"That's what winning looks like at your job," Abuela said, and took the tamale back to the microwave.

Wednesday

Ten to five, the long light at Indian School and 35th. She took Salcido on speaker.

"The bank wants the lot surveyed. Like you told Nora. Somebody stands on it, and they'll pay. They asked if you'd do it."

She wanted to say yes. She knew the lot and the wall and the weep holes. She knew what came over the lawn every second Wednesday at eleven, because he'd told her.

That was the problem, and she made herself lay it out in order before the light changed. Her series was the one already sitting on the church in the index. If she occupied the church and found it dry, the Ortiz file would look like she'd cleared her neighbour to protect her own number. If she found it wet, it would look like she'd gone looking for the cause she had refused to write down. And she'd be carrying a fact about the lot from a conversation, not a measurement. Every number she took on that lawn would have to pretend she didn't know it.

"Pastor, I'm not the right one. I'd be measuring with something in my pocket you gave me in confidence."

"I don't mind."

"I know. That's why it has to be someone else." The light went green. She pulled into the Circle K on the corner and stopped by the air pump. "Fermín Robles. Licence 188. He's careful, and he doesn't know anything about your lot."

"And the turn?"

"Tonight's a turn night."

"Eleven."

"Then tell him yourself. Give whoever surveys it your whole winter schedule, every turn you ordered. It's your record. If you give it to him, it goes in the certificate as something the owner disclosed. If I give it to him, it's gossip with a licence number on it."

He was quiet a moment. "That's a lot of rules for one lawn."

"It's one rule. The person who knows says it."

She texted Fermín the address and Nora's number and nothing else. Owner-ordered, bank pays. Put the church on the client line and the bank on the payer line, both by name. Ask the owner about irrigation before you schedule. Tie to Papago. The payer line mattered. A lender that wants a referral cleared is an interested party too, and if the certificate didn't say who paid, Desert Mutual's lawyers would point at it as Verified by Notary with a different cheque.

On the card she wrote the reason she'd said no, so that later she couldn't remember a nicer one. MY SERIES IS ON HIS LOT. HIS TURN IS IN MY POCKET.

Friday

Fermín filed at four. She opened it after dinner, at the kitchen table, with the fridge humming behind her and AND ONLY THE LOT YOU STOOD ON on the fridge door in her own block capitals.

Iglesia Bautista Camelback. Client: the church. Payer: the church's lender, named in file. Occupied 3/25/49 20:00 to 3/26/49 05:30. Dry reference tied to Papago 3/25, distance stated, head height measured. Owner disclosed scheduled irrigation turn 3/24/49 23:00–02:00.

Six posts. Post 1, nearest the lawn, ten metres in from the wall, opened at +0.31 against the tied median and drained to +0.12 by morning. The hall posts never cleared 0.05. His CAUSE line was cleaner than hers would have been:

Consistent with draining owner-disclosed turn of 3/24 at post 1. Drain-only series, occupied 18 h after the turn; not separable from earlier residual water. Wet-up occupation on next turn, 4/7, scheduled. Not resolvable at hall. No subsurface path to adjacent parcels measured.

He'd written the third sentence because she'd shown him why in January. She felt something close to pride, and then something that wasn't.

Desert Mutual's bulk feed wasn't due until Monday. But Haas's team had put up a developer sandbox for the carriers' engineers, and the 2041 statute made the sandbox public like everything else, and the sandbox had a map. She opened the Ortiz parcel.

AWI 3/26/49: MODERATE. Basis: certified gravity series, 2 nearby (Maricopa notary #118, #188).

Fermín's post 1 had been pinned to its coordinates and spread sixty metres, over the block wall and onto Benigno's carport, where it came down at about +0.15. The disclosed turn wasn't in it. Neither was no subsurface path measured. Only the number and his licence, and now his licence next to hers, on a lot she had stood on all night and he had never set foot on.

The church's tile had dropped from HIGH to MODERATE. That part was real. The loan was safe.

Then she did the arithmetic she always did next, the one about who got hurt. She opened Benigno's First American rider, the one Carrasco had reinstated on her letter three weeks ago, and found the trigger clause on page two: referral on AWI HIGH or on any certified series showing CAUSE. MODERATE didn't trip it. Fermín's CAUSE line was about the church's post 1, not about Benigno's carport, and the sandbox had dropped the CAUSE line anyway. So Benigno was fine tonight, by a word in a clause written by somebody who'd never seen a kernel.

She wrote the clause out by hand on the back of an envelope, because tomorrow somebody at First American could change one word and Benigno wouldn't be fine, and she wanted the old wording somewhere a model couldn't edit.

Then she saw what she was holding. An insurer had written the index into an underwriting trigger. Desert Mutual could tell DIFI what it liked about its own rating; the index was in someone's underwriting now, in writing, on page two. She photographed the clause next to Monday's quote, not used in rating or underwriting, and sent both to Arrington with one line: First American rider, reinstated this month, triggers referral on AWI HIGH. That was the two answers in one room. It had been in Benigno's folder the whole time.

She sent Fermín the screenshot. He answered inside a minute.

Now I'm on Benigno.

Now we both are. You wrote four sentences of cause. It read the coordinates.

Is this what your comment was about?

Yes. This exact thing.

She forwarded it to Aguirre with one line: Second licensee, second parcel, same kernel, before the feed is live. Then she thought about what she'd written on the receipt on the hood of the car two days before. 214 certificates. Seventeen in twenty untied. Every one of them a series with coordinates, waiting for Monday, each to be spread sixty metres onto somebody who'd never ordered anything.

She printed the screenshot and put it on the fridge under the rule, at Abuela's eye height, so she'd ask at breakfast.

Then the card, and under it, smaller:

3/26 188 FILED CHURCH, OWNER DISCLOSED. CHURCH MODERATE. 188 NOW ON ORTIZ.

HE DID IT RIGHT. IT DIDN'T MATTER. THAT'S WHAT Q4 IS FOR.
