Friday, the ninth of July 2049, twenty past six in the evening, Cambridge Avenue, Maryvale.
The carport still smelled of last night's rain on hot concrete. Noemí Becerra had a folding table set up under it, a box fan, and a stack of invoices held down by a pair of pliers.
"The roof man wants his money Monday," she said before Lourdes reached the table. "That's what the line of credit is for. The bank says pending title event. My roof doesn't know what a title event is."
Lourdes laid the exclusion form on the invoices. She had written it twice that morning to get it under a hundred words. The owner of the parcel below requests exclusion from item one of proceeding E-49-14b. The selection basis field on this parcel will not be amended. The certificate and its value are unchanged.
"Does it say I'm one of the lottery houses?"
"It doesn't say anything about the house. Just the parcel number."
"And the parcel number says who I am."
"To anyone who looks it up. Yes."
Noemí read it with the pliers still in her hand. "Then what does it say about me?"
"On the docket it says EXCLUDED BY OWNER, the date, REFUSAL, NOT SUBSTITUTED. That's all."
"Refusal." She tried the word out. "Like I said no to somebody."
"You did. To me. It counts as an answer. If I left you off without writing it down, it would look like you were never drawn, and the other eleven would look like the whole lottery."
Noemí signed on top of the invoice pile, pressing hard enough to go through to the roofer's carbon. She dated it 7/9/49 without being asked, looked up at Lourdes, and wrote 18:24 beside it.
"Everybody in this thing writes the time," she said. "My son told me. He's in Tomás's class at the college. Tomás says the notary writes the time on everything because the machines can't guess."
Lourdes let that stand. It wasn't wrong.
7/9 18:24 N. BECERRA (CAMBRIDGE) EXCLUDED FROM ITEM 1. FIRST REFUSAL. PARCEL ONLY, BUT PARCEL = NAME. ROOFER DUE MON.
Saturday, the tenth of July, ten in the morning, her kitchen table.
She did the arithmetic first, on the back of a Pick 3 slip, because she didn't trust a form she hadn't checked against a number.
A flat sheet of water a metre thick pulls up on a gravimeter by about forty-two microgals. A centimetre of it, about 0.42. Thursday's storm had left thirty-seven millimetres in the plastic tube on her headache rack, a little over a microgal and a half if the ground had kept every drop. It hadn't. But the top thirty centimetres of Maryvale loam, crusted with caliche, could hold ten points more water by volume after a monsoon week than in a dry May. That was three more centimetres of water under the survey mark. Another microgal and a quarter.
The certificates carried a hydrology correction. She knew exactly what it was, because she had argued about it in 2047: a regional soil-moisture model on a four-kilometre grid, applied on the day of the read. Four kilometres is wider than a storm cell. A cell could put an inch on Cambridge and nothing on 51st Avenue, and the model would split the difference between them.
On lots the owners had chosen, the error mostly washed out. Owners asked in the dry months, because the realtors told them to. A drawn lot got whatever date the lottery gave it. The error would only wash out if somebody wrote down which days had been wet.
She ruled five lines on one page.
DRAWN LOT / FIELD DATE (WITH ZONE). NEAREST FCDMC ALERT GAUGE, ID, 72-HR TOTAL. DAYS SINCE LAST ≥ 0.25 IN. SOIL PROBE 0–30 CM AT THE MARK, VOL %. MODEL CORRECTION APPLIED, μGAL.
She checked it against Thursday before she trusted it. The 23:45 tile had shown her quarter of the grid up one to two microgals, even across the map. The four-kilometre model, run for the same night, would have called the whole grid cell a little under one. On a parcel read that night, the correction would have been short by half a microgal or more, and nobody would have known which way the next one would miss. Half a microgal was nothing to a void hunter. It was not nothing to someone comparing twelve drawn lots against twelve hundred requested ones and looking for a difference that small.
Nothing on it touched a certificate. It only put the wet days beside the numbers, so whoever used the drawn lots as a sample could see which reads had been taken on wet ground and decide what to do about it. She addressed it to Rafael Montiel, the Records field section chief, who had once told her he didn't read anything from a notary that ran past one page. It fit on one page.
7/10 HYDRO LOG, 5 LINES, TO R. MONTIEL. 0.42 μGAL/CM. MONSOON +10 PTS IN TOP 30 CM ≈ 1.3. MODEL GRID 4 KM, CELL SMALLER. CHANGES NO VALUE.
Monday, the twelfth, twenty to six in the evening, 51st Avenue.
Rubén Olguín had his lender's portal up on the television, cabled to a laptop, so the whole front room could see it: his wife, his mother-in-law, and a parakeet. His rate lock ran out Friday. He had scanned Itzel's letter and uploaded it himself, through the button that said ADD DOCUMENTS.
The answer was on the screen. The document you submitted has been classified as UNVERIFIED CORRESPONDENCE. Correspondence from public agencies must be verified through an approved channel before it can clear an exception. Your file remains in PENDING TITLE EVENT status.
"I asked the chat what an approved channel is," Rubén said. "It says it can't tell me, for security."
Lourdes asked for the laptop and scrolled until she found the small print. Verification channels: lender-originated request to agency; agency-originated electronic attestation.
So the letter being true wasn't enough. It had to arrive on a road the bank had built. Records had no electronic attestation for status-of-record letters, because nobody had needed one; the form was older than the feeds. On Esperanza's file the road had been Arviso, a man in a golf shirt who decided to be one. Rubén's bank was in Charlotte, and whoever might send the lender-originated request was an agent with a queue.
While the parakeet complained, she checked the docket. Noemí's exclusion had posted at eight that morning. PARCEL 103-27-214 EXCLUDED BY OWNER 2049-07-09T18:24 MST. REFUSAL. NOT SUBSTITUTED. Below it, in the subscriber log, the Scottsdale title plant at 09:02: PROCEEDING MATCH REMOVED.
Noemí's line of credit had released at 11:15. She had left and had her money back within two hours. Rubén had stayed, and he'd been frozen for a week.
Rubén's wife, Celia, had been quiet until then. "Is the house worth less? Because of the lottery?"
"No. The number on your certificate is the same number it was in May. The only thing that changes is one word about why somebody measured it."
"Then why does the bank care?"
"Because the bank's agent reads the kind of change, not the change. It sees a proceeding with your parcel in it and stops. It doesn't open the filing to find out the proceeding is about a word."
Celia looked at the parakeet, as if it might take a side. "So it's scared of a word."
"It isn't scared. It just has nowhere to put the answer."
Lourdes didn't say it. Rubén's mother-in-law was watching her face.
"Are you going to take me out too? Because I'll sign."
"Not tonight. Give me till noon tomorrow."
7/12 R. OLGUÍN LOCK FRI 7/16. SELF-UPLOAD = 'UNVERIFIED CORRESPONDENCE.' NEEDS LENDER REQUEST OR AGENCY E-ATTEST. BECERRA OUT 09:02, RELEASED 11:15. LEAVING PAYS.
Tuesday, the thirteenth, ten past eight in the morning, the Records annex.
Itzel heard the whole thing standing up, with her coffee still in its paper sleeve.
"You want me to attach the letter to the parcel," she said. "In the index, where the feeds can read it."
"Then the bank's agent has an agency attestation. It's on the record."
"It's on the record as a new document on a parcel in a pending proceeding." She set the coffee down. "Every subscriber watching that book sees ATTACHMENT ADDED. What does the lender that's still frozen read that as?"
Lourdes knew. "Amendment."
"Amendment. And the ten that were never frozen might be by lunch."
Itzel opened a drawer, not the letterhead drawer, and took out a laminated card gone yellow at the corners. R-11. VERIFICATION OF RECORD BY TELEPHONE.
"We did this for every refinance in the valley before the feeds. A lender calls, we read them the index. Or we call them. It's still in the procedures. Nobody's asked in nine years."
"The bank's in Charlotte."
"Banks still have phones. Somewhere in there is a person whose job is to pick up when an agency calls, because the regulators make them keep one." She was already searching. "Lender-originated or agency-originated. That's their own small print. A call from Records is agency-originated."
It took forty minutes and three transfers. Lourdes listened from across the counter while Itzel read the index entry slowly, the parcel number twice, the time with its zone, to a woman named Pauline who said she had to write it by hand because the form on her screen had no field for a phone call.
"Then write it in the notes," Itzel said. "Put my name and badge number."
When she hung up she opened her own docket, G-49-031, and added a line. 2049-07-13T15:52Z R-11 OUTBOUND VERIFICATION, PARCEL 102-44-118, AT OWNER'S NOTARY'S REQUEST. ONE CALL. LOGGED.
"Now everybody knows Records makes phone calls," Lourdes said.
"Now everybody knows Records made one. If I don't log it, it's a favor." Itzel picked up her coffee. "Favors are how a sample gets picked."
Rubén's loan released on Wednesday at 09:20.
7/13 I.C. WON'T ATTACH (ATTACHMENT = EVENT = REFREEZE). R-11 BY PHONE TO CHARLOTTE, PAULINE WROTE IT BY HAND. LOGGED ON G-49-031. R.O. RELEASED 7/14 09:20. STAYED IN.
Thursday, the fifteenth, nine at night, her kitchen.
Abuela's tally on the fridge, on the back of an electric bill: TWELVE DRAWN. ONE OUT. ELEVEN IN. ZERO FROZEN.
Zero frozen had been true since yesterday. Lourdes had expected it to feel better than this.
The docket was open on the table between the beans and the laptop. Noemí's line, the title plant's MATCH REMOVED an hour after it, the money released two hours after that. The rule she'd written on the seventh made refusals count as answers. It said nothing about what an answer cost, and the answers didn't cost the same. If staying in froze your money and leaving freed it by lunch, the owners who stayed would be the ones with no loan in motion, or with an Arviso, or with a clerk willing to pick up a phone. The owners who left would be the ones in a hurry. Anyone who later pulled RANDOM_DRAW from the index and called it a sample would be using a lottery the banks had already sorted.
One refusal isn't a bias. But the fall draw was twelve more lots, and the next owner would have heard about Noemí's two hours.
At the other end of the table, Tomás was practicing his five minutes under his breath with the tomato timer. She had promised not to listen. She wasn't listening, but she could hear the timer.
She didn't want to stop anyone leaving. The field on each parcel belonged to its owner. So she would change what the sample was instead.
The draw list was already public. It had been read aloud at the Pick 3 in May and posted to E-49-14, all twelve parcels in draw order, with the seed. The twelve didn't need the basis field to find each other. Anyone could take the list and pull every certificate on it, whatever its field said.
She wrote one paragraph, the way she had on the seventh. For any analysis of drawn lots, the unit is the draw list as published in E-49-14, not the RANDOM_DRAW basis value. Refused lots remain in the analysis at their original draw position. The basis field tells a buyer why a lot was read. The draw list is the sample.
She filed it at 21:48 MST as the requesting party, five days before comments closed.
Tomás didn't look up. "You filed something."
"On my own docket."
"Does it change my five minutes?"
"No. It changes what anyone can do with the twelve after you've said your piece."
He thought about that, his thumb on the dial. "Mamá's lot stays in either way?"
"Your mother's lot keeps its place in the draw whatever happens to her field. So does Noemí's. So does everyone who leaves next time."
The timer went off at Tomás's end of the table. He turned it back to five without looking up and started again from the beginning.
7/15 0 FROZEN, 1 OUT. LEAVING FREES MONEY SAME DAY; STAYING COSTS. REFUSALS WILL SORT BY CREDIT. SAMPLE = DRAW LIST, NOT FIELD. 2ND COMMENT 21:48. T.R. REHEARSING. NOT LISTENING.
