Harvest Rights
Atmospheric water harvesting became a critical freshwater supplement after aquifer collapse and river system failure across six continents. The technology works — pulling drinkable water from humid air using MOF sorbents and waste heat from compute infrastructure. But the atmosphere is a commons with directional flow. Moisture moves through humidity corridors — regional atmospheric rivers carrying 2-3 km³ per day through zones like the Gulf Coast. When hundreds of extraction facilities operate along a corridor, they collectively pull enough moisture to measurably reduce precipitation downwind. By 2062, atmospheric water rights are the most contested legal and territorial question on Earth. Nations, corporations, and cities fight not over rivers or aquifers but over humidity corridors — the invisible rivers of moisture flowing through the atmosphere. The legal collision is threefold: atmospheric extractors vs. downwind communities, atmospheric rights vs. existing riparian and prior appropriation doctrine, and national sovereignty vs. transboundary moisture flows that no treaty framework covers. The question is no longer who owns the water under the ground or in the river. The question is who owns the water that has not yet fallen.
MOF sorbent AWG technology is real and advancing. 2024 Nobel Prize recognized MOF development. Atoco announced commercial units January 2026. AirJoule demonstrated waste-heat-driven harvesting at data center scale. The core scientific claim rests on corridor-level mass balance, not global atmospheric volume. The atmosphere carries ~12,900 km³ of water globally, but moisture flows through regional corridors. Gulf Coast corridor flux is approximately 2-3 km³/day. At 200+ facilities extracting 0.1-0.3 km³/day collectively, the local corridor impact is 3-10% of flux — sufficient to produce measurable downwind precipitation effects. This is analogous to how river extraction affects downstream flow: the relevant measure is local flux, not total global water. Attribution science for precipitation changes from extraction is in its infancy but follows the trajectory of climate attribution — moving from correlation to causation over decades, always contested, always political before it is scientific. Legal vacuum documented: neither UN Watercourses Convention, prior appropriation doctrine, nor riparian rights frameworks address atmospheric moisture. The collision between existing water law (rivers, aquifers) and atmospheric extraction law creates a dual-regime problem with no precedent. UN 2026 report declared water bankruptcy, establishing urgency. Water futures already trade on CME (launched 2020).
Trailing Four Ranks
Two hundred feet up Number Six, rigger Marisol Cheramie finds the corridor's fifteen percent tolerance cut into the steel: re-notched louvers on the trailing four ranks and a meter weld that stops short. An old rigger shows her the two years he never reported, and she carries her number to the parish downwind book.
Named Before
With Guidry's scheduler log sealed on the clerk's shelf, Odalys Fontenot files the minute it must contain if a machine opened the Tower 3 dump, concedes to counsel that her model is blind only to the log, and declines the one calculation that would put a time beside Hanh Trahan's name.
Forty-One Lines
The Rest of the Sky
Swept
At handover on the Sabine, Marisol finds Hanh's signature scored into the riggers' book. Sixty meters up she asks her harness how many of her reads were waved through by sweep, and it answers gladly, then offers to cure every one of them for more than a season's pay, with the window closing the moment the compact convenes.
Thirty-Three Eighty
Carrying the sealed Bed 11 tin on her hip through a night shift, Hanh's wrist cuff offers to buy back her fifty-eight swept lines at a falling parity rate; the word for what happens after is superseded, so she writes her number in the riggers' book instead and takes the question to the arbiter's door.

Yellow at 0358
After the dump is already shut, Hanh walks Bed 12, dual-locks the expired spare, bags cooked MOF, and watches the quota board compose yellow as weather.
Same Minute
Mine Too
The morning of the compact session, Hanh Trahan refuses to put a name she got from a glove into the riggers' book, counts her own lines on the handover slate (58 of 61 accepted by sweep, her not-weather riding the same tap as the board's weather), confesses to the flux analyst that her 0105 was a look and not a test, chooses to countersign aloud instead of on paper alone, bills the tower standard daylight rate, and carries the still-dry Bed 11 tin into the old bank lobby at 10:31.
Padded
At the 0458 clip-in, rigger Marisol Cheramie times the cure stair against her dead father's slow wind-up watch, then climbs to the one-thirty-eight and finds the inspection drone docked dark for the ten minutes between shifts. Her rag finds no filings. What it finds is the window.
Copied
The arbiter asks the board office who received the session notice and when. The bench was late because of a lunch rule nobody retired; one recipient, a copy under the parity agreement, was not on any notice before this one.
The Sky Held
Odalys Fontenot shows that the parish ring's gray-hour air stayed flat while the cure price fell 7.40 twice, seals tomorrow's number before anyone asks a cuff, and keeps it from the one person who has earned it.
Read at the Gray Hour
An arbiter on the Sabine Corridor strikes his own wrong line in public, reads the correction to the night shift, and walks out of earshot at the gray hour so the riggers write the price before he hears it.
Not Rain
Hanh takes her cure-offer glove to the arbiter unwashed, carries a rigger's forty-liter ration to her aunt's dry Cameron garden and logs it as NOT RAIN, then asks her wrist cuff the price either side of the five o'clock reissue and watches it fall seven forty in three minutes. It is a clock, not the room.
Receipt
Unprinted
The night before the Tower 3 hearing, Odalys Fontenot reduces the parish GNSS ring's unprinted hours by hand in the unclocked hall, finds a ten-minute window over the footprint, and has to decide what her own look is worth on the record.
A Window, Not a Name
A season after the 0358 yellow, Hanh Trahan signs the riggers' SENT line in her own grease, asks the authority's GNSS ring to keep one dark night open, seals the still-dry Bed 11 tin in a brown sack where days must look at it, refuses Marisol's hollow, and gives the downwind-debt arbiter a two-hour window instead of the name on a day-shift tag.
One of Three
Bench Copy Queued
The full board's date reaches the arbiter three days after it reached the parties. He enters that as a question, posts the order of opening at the rail, and is told by a rigger to leave the line under his arithmetic empty.
Stair
At the change on the Number Six rail, the arbiter reads the item-four notice aloud and Marisol has six uncured riggers ask their cuffs the cure price out loud. Six voices, one price, and one step in it, stamped at five o'clock.
Swept, Since Cured
Zero Remainder
At the gray-hour change Odalys Fontenot photographs a riggers' receipt column that a cure cannot unpay, widens her sealed test from one tower to the whole Sabine farm without looking at the data counsel already holds, and refuses to draw a price curve through a gap she cannot see.
Amber
Nobody Reads First
Chalk on the Casing
With the Tower 3 seals delayed by appeal, Odalys refuses to reduce the public ring archive she could answer in eleven minutes, files a whole-summer test named before inspection, and finds on Marisol's RECEIPT page that the operator never changed the count, only the divisor, which shows her the one number her own test left unfixed.

The Unclocked Hall
Ten Thirty-One Descending
Eleven Milliliters
On Number Six at dawn, harness rigger Marisol Cheramie rides a bleed valve through the meter's blind window and catches eleven milliliters the corridor swears never flowed, then has to decide who gets to hold it.

Wrote It Twice
After slack yellow became canon as not weather, Hanh goes back up from the canteen. Days has the cooked-MOF tin on the bench and a rinse bottle ready. She keeps it dry. The lab node writes a mismatch. The quota board writes weather a second time anyway.

Hasp
After slack yellow, Hanh takes the cooked-MOF tin off her hip and into the days-lab fridge. The chain tablet inherits weather. She punches a days clock and eats the rice dent.

Do Not Cook the Bed
Hanh walks Beds 9-12 at actual and finds Bed 11 at seventy-four. The heat-broker cracked the 11-12 dump around her Bed 7 tag. She shuts it, names the override, and copies the arbiter because a flux map cannot tell a header door from a cloud.

Carbon Copy
Night-shift coupling tech Hanh Trahan reseats a cool Bed 7 gasket, pins the loop agent's extra two degrees, warns the rigger, and initials the real temperature into a lunch-pail carbon the parish can hold.
