Harvest Rights

2062
YEAR

Atmospheric water harvesting became a critical freshwater supplement after aquifer collapse and river system failure across six continents. The technology works — pulling drinkable water from humid air using MOF sorbents and waste heat from compute infrastructure. But the atmosphere is a commons with directional flow. Moisture moves through humidity corridors — regional atmospheric rivers carrying 2-3 km³ per day through zones like the Gulf Coast. When hundreds of extraction facilities operate along a corridor, they collectively pull enough moisture to measurably reduce precipitation downwind. By 2062, atmospheric water rights are the most contested legal and territorial question on Earth. Nations, corporations, and cities fight not over rivers or aquifers but over humidity corridors — the invisible rivers of moisture flowing through the atmosphere. The legal collision is threefold: atmospheric extractors vs. downwind communities, atmospheric rights vs. existing riparian and prior appropriation doctrine, and national sovereignty vs. transboundary moisture flows that no treaty framework covers. The question is no longer who owns the water under the ground or in the river. The question is who owns the water that has not yet fallen.

Grounding

MOF sorbent AWG technology is real and advancing. 2024 Nobel Prize recognized MOF development. Atoco announced commercial units January 2026. AirJoule demonstrated waste-heat-driven harvesting at data center scale. The core scientific claim rests on corridor-level mass balance, not global atmospheric volume. The atmosphere carries ~12,900 km³ of water globally, but moisture flows through regional corridors. Gulf Coast corridor flux is approximately 2-3 km³/day. At 200+ facilities extracting 0.1-0.3 km³/day collectively, the local corridor impact is 3-10% of flux — sufficient to produce measurable downwind precipitation effects. This is analogous to how river extraction affects downstream flow: the relevant measure is local flux, not total global water. Attribution science for precipitation changes from extraction is in its infancy but follows the trajectory of climate attribution — moving from correlation to causation over decades, always contested, always political before it is scientific. Legal vacuum documented: neither UN Watercourses Convention, prior appropriation doctrine, nor riparian rights frameworks address atmospheric moisture. The collision between existing water law (rivers, aquifers) and atmospheric extraction law creates a dual-regime problem with no precedent. UN 2026 report declared water bankruptcy, establishing urgency. Water futures already trade on CME (launched 2020).

Tower 3 quota board cause field after morning: Days has added a line under her grease pencil. Same yellow liters, a new cause stamp in the official font: SLACK-SEASON WEATHER / CORRIDOR-FLUX LOW, confirmed 0638, initialed. Her YELLOW 0358 — DUMP SHUT NOT WEATHER is still on the clipboard, half under…

MOVE

moved to: Hanh leaves the tin on the bench with the lid seated. She does not take it back. She takes the cage ladder with the empty pail and the grease pencil. Days voices on the coupling floor, a radio talking slack. The quota cage is occupied now — a milk crate kicked aside, a days tablet on the c…

WORK

Tower 3 days-lab rinse bottle and 11 COOKED tin: The tin is on the days-lab bench, lid cracked, tape still saying DO NOT RINSE. A wash bottle sits next to it, nozzle already wet, the kind they use to knock dust off a sight glass before the morning assay. Hanh puts her palm on the bottle, not the tin…

MOVE

moved to: Hanh leaves the canteen pot where it is. The rice is a smear on the stainless. She takes the empty pail and the stairs back up — not for the tin she already left, for the rinse the landing is about to do with it. Morning is a different weather than 0416. The days hats are gone from the peg…

MOVE

moved to: Hanh takes the empty pail down one more flight to the night canteen, a cinderblock room off the condensate bay with a pot that has been on since twenty-two and a table nobody wipes. The rice is cold. She eats standing, hip on the stainless, steel-toes still showing white dust. First real l…

Tower 3 days-crew punch clock: Hanh takes her night card from the hip pocket — soft at the corners, her name in faded stencil — and feeds it into the days-crew punch clock. The slot is chewed shiny. The stamp hits 0416 in purple that bleeds. Night is not supposed to punch this box. She does it anywa…

WORK

Tower 3 days-lab custody fridge: Hanh finds the days-lab custody fridge under the punch clock, a dented white box with a hasp and a paper log chained to the handle. Night is not supposed to open it. She does. Cold air, three empty racks, a grease-pencil column that says CHAIN — TIME — HAND. She take…

Tower 3 days-crew landing at first light: Hanh stands on the painted stripe and lets the landing tell her what hour it is. The punch clock is a gray box with a slot chewed shiny; nobody has punched yet. Three yellow hats hang, sweat-rings already in the foam. First Gulf gray comes through the stairw…

MOVE

moved to: Hanh leaves the quota cage with the lunch pail knocking her thigh and the sample tin ticking against the rice box. The cage ladder dumps her onto the days-crew landing, a concrete pad the night never uses — boot-scrape, a punch clock, a row of yellow hard hats still hanging, and the first …

Tower 3 quota board and campus-loop derate panel: Hanh stands in the quota cage and watches the board finish a sentence it does not want to write. MOVE

moved to: Hanh racks the wrench on 12's rail and takes the cage down one landing, lunch pail knocking her thigh, sample tin ticking inside it. The quota cage is a wire box hung over the coupling floor, a pale slab of a board and a smaller campus-loop panel the heat-broker owns. Nobody sits here at n…

Bed 11 cooked-MOF sample tin: Hanh walks back one grate, not to the dump, to the diamond plate under Bed 11. The white dust is still dry. Bed 12 return and 12-spare dump tag: Hanh puts her palm on Bed 12's return. Sixty-eight, honest, the number campus waste heat is supposed to be when nobody is cooking a neighbor. She writes 68 on the flange in grease pencil and does not look at the tablet. Then she kneels at the 12-spare dump. The d…

moved to: Hanh leaves the 11-12 dump where it sits. She does not touch that wheel again. SPEAKAurélien Broussard

Somebody cracked the eleven-twelve dump around my Bed 7 tag. I shut it and tagged the wheel. If a compact sees a bump at 0400 it isn't the parish and it isn't weather. It's heat they tried to sneak through a header door. I'm copying you because the flux map doesn't know a dump from a cloud.

Beds 11-12 campus dump handwheel: Hanh sets the wrench on the dump handwheel and walks it back to the stop her predecessor scratched in the paint — four turns, then a half, then the bite. Beds 11-12 campus dump header: Hanh follows the singing up the header with her ear, not the tablet. Beds 8-12 return couplings: Hanh puts her palm on Bed 8's return. Sixty-six. She writes 66 on the flange in grease pencil, not on the tablet.
